South Carolina is one of two states in the US without a statewide hate crimes law, despite numerous attempts to pass such legislation. Advocates have been pushing for a law that would enhance penalties for crimes motivated by bias, including a proposed bill named the Clementa C. Pinckney Hate Crimes Act sponsored by Representative Wendell Gilliard!
